Reviewer profile is empty, brand new, or has 50 reviews across cities they've never been.

Customer never actually used your service. Hard to prove, but flag it anyway.
How to flag effectively
Volume of reports + a clear category = removal.
Get your team, family, and friends to each report the same review. Each one picks a specific violation category. Don't leave the report blank. A single flagged report with no category often gets ignored. Five reports with the same category gets reviewed quickly.
If Google won't remove it
Three more moves before you give up.

Request reinstatement via Google support
Live chat or call. Escalate to a real human.

Document everything
Screenshots, timestamps, evidence the reviewer is fake. Submit with each appeal.

Out-publish it
Get five real reviews in the next week. The bad review drops out of the visible window.

Escalate publicly only if there's a pattern
If a competitor is brigading you, escalate to Google's policy team with the full pattern documented.
